Decred(DCR) PoW Miners Upgrade

Attention: All users of Decred need to upgrade to v1.7 at their soonest convenience.

The new version will enable 4 consensus votes and result in a hard fork should any of them pass.

PoW miners that do not upgrade by February 21, 2022 will have their rewards reduced to zero.
